Joshua C. Walters, Esq.
Principal

With over a decade of experience advocating for his clients in a variety of high-stakes environments, Joshua C. Walters has demonstrated a unique ability to leverage his experiences in providing creative solutions to complex political, policy and legal problems.

As a political strategist, Walters has experience producing media that wins campaigns. From television and radio to digital media and direct mail, Walters experience across these mediums provides effective messaging across the spectrum. His work recently received national recognition for a radio commercial and web video produced for a 2016 California statewide ballot measure.

Walters also has extensive campaign management experience, managing two of the California State Senate’s most competitive races in the 2012 and 2014 cycles with combined budgets in excess of $4.5 million.

Walters served the California State Senate for more than seven years in a variety of legislative, management, and political roles including Chief of Staff, Deputy Chief of Staff, and Special Counsel to the President pro Tempore.

As Special Counsel to the President pro Tem, Walters was the chief architect of Senate Democrats’ redistricting strategy and advocacy efforts before the Citizens Redistricting Commission created by Proposition 11 in 2008. Walters’ strategy and implementation resulted in all incumbent Democratic Senators successfully retaining their seats and paved the way for Senate Democrats to pick up additional seats, achieving an historic two-thirds supermajority in the subsequent decade.

As an advocate, Walters played an instrumental role of the development of legislation regulating the medical cannabis industry in California (MCRSA). His efforts led directly to the inclusion of provisions that protected against concentrated market power in the distribution chain.

Prior to his work in the legislature, Walters was an associate at an international law firm where he represented boards of directors of Fortune 500 and 100 companies in complex civil litigation, insurance recovery, voting rights and white-collar criminal matters before the U.S. Justice Department.

Dustin Moore
Principal

Dustin Moore is a trusted consultant and advisor with more than a decade of experience in business development, political strategy, public policy, and government and public affairs. He specializes in the strategic development and implementation of policies at the State and local level including ordinance and revenue measure development, public affairs and legislative efforts.

Dustin provides strategic consulting services to professional cannabis associations, cannabis manufacturers, distributors, testing labs and retailers. He also works with lobbying teams to complement their direct lobbying with public advocacy campaigns for the cannabis industry.

Prior to founding Main Street Strategies, Dustin served as the Deputy Campaign Manager for the Yes on Proposition 64 campaign – the 2016 ballot measure that legalized the adult use of marijuana in California.

Dustin previously consulted on/managed several successful campaigns at one of the state’s leading campaign management firms and served as a Senior Consultant for the Speaker of the California State Assembly.

Prior to his work in the political and cannabis arenas, Dustin owned and operated businesses in California and Colorado.
